Joan Borucki, Director
Governor Arnold Schwarzenegger announced the appointment of Joan
Borucki as director of the California State Lottery on February 15,
2007.
'Joan has a wealth of experience in state government and I am
pleased she has decided to continue to serve Californians through
the California State Lottery,' said Governor Schwarzenegger.
Borucki has more than 25 years of experience in California state
government, and has served as chief deputy director and acting
director of the California State Lottery since April 2006. From
2005 to 2006, she served as chair of the Unemployment Insurance
Appeals Board. Prior to becoming chair, Borucki served as director
of the Department of Motor Vehicles from 2004 to 2005, a team
leader for the California Performance Review in 2004 and chief
deputy director of the California Transportation Commission from
2002 to 2004. She began her state service in 1980, joining the
Department of Transportation where she served in various capacities
before becoming deputy district director for planning in
2002.
'I am excited Governor Schwarzenegger has chosen me as director of
the California State Lottery,' said Borucki. 'I look forward to
continuing to use my background and experience to bring needed
resources to public schools through the sale of Lottery
products.'
Borucki, 51, of Sacramento, earned Masters and Bachelor of Arts
degrees from Rutgers University.
The California State Lottery was created on November 6, 1984 when
California's voters approved Proposition 37, the California State
Lottery Act. The Act provides that at least 34% of the Lottery's
revenues must go to public education. This supplemental funding
provides schools with additional resources to meet their locally
determined needs. The Act specifies that the lottery is to be
operated and administered by a commission appointed by the
Governor. The Legislature has the authority to amend the Lottery
Act if, by doing so, it furthers the purposes of the Act. The
Lottery Commission is charged with the authority and responsibility
to oversee the Lottery and to ensure its integrity, security and
fairness.
