针对08版《高尔夫规则 图解.注解》的部分疑问

之前使用08版《高尔夫规则 图解.注解》一书时产生了一些疑问，当时给出版商写了封信，但没有回应，当然现在12版估计都出来了，现在贴出来可以做个比对。《高尔夫规则图解.注解》是理解高尔夫规则的很好的帮手。

首先非常感谢您如此诚挚的回复一个读者的疑问，在此我要说明的是，之前感觉08版《高尔夫规则 图解.注解》没有全部呈现08年规则的最新修订，是对自己手中的这本规则书是否正版产生了疑虑，而并不是否定该书编著者的辛劳，相反，作为一个高尔夫从业者，我真诚的感谢《高尔夫规则图解.注解》一书编著者为我们提供了如此及时且分析透彻的辅助阅读书籍，毕竟我对规则的进一步理解就是得益于该书04版的指导！
下面我就初步阅读手中这本08版《高尔夫规则图解.注解》后产生的一点疑问陈述如下，敬请指教。
一、关于“辨认球”的规则

由以上英文版的比较可知：04版在“什么时候可辨认球”的问题上是限定了“Except in a
hazard”（除障碍区以外）的，并且“or if he lifts his ball for identification
in a hazard”(如果出于辨认球的目的而在障碍区内拿起球)，球员将“he
incurs a penalty of one stroke”（被罚一杆）。
08版在“什么时候可辨认球”的问题上是说“If a player has reason to believe a
ball at restis his and it
is necessary to lift the
ball in order to identify
it,he may lift .
.”（只要球员认为他静止的球有必要拿起来辨认，他就可以拿起球……），没有限定“除障碍区外”。而且后面所说的罚一杆的处罚也只是针对没有履行完整程序或在没必要辨认时而拿起了球的情况，也没有对“hazard”进行单独说明。
所以说，原来“不允许在障碍区辨认球”的规则在08版修订后成了“允许球员在障碍区辨认球”。
但是在08版《高尔夫规则图解.注解》一书中，12－2（P109）第二段头一句即“除在障碍区内之外”（如下面蓝色字体）。这是否是说在障碍区内依然是不允许辨认球的？是否和英文版有出入？

12-2．辨认球
打正确的球是球员的责任。每个球员都应在自己的球上做识别标记。
除在障碍区内之外，如果有理由相信静止的球是属于他的球，且有必要拿起球进行辨认，他可以拿起球进行辨认而不受处罚。
在拿起球之前，球员必须向比洞赛中的对手、比杆赛中的记分员或同伴比赛者宣布自己的意图并标定球的位置，然后他可以拿起球并进行辨认，但要给对手、记分员或同伴比赛者观察拿起球和重放置球过程的机会。在按照规则12-2拿起球时，不得将球擦拭至超过辨认所必需的程度。如果球员未遵守该处置程序的全部或任何部分，或如他在没有必要拿起球进行辨认时拿起了球，他要被加罚一杆。
注：如球要置放或重新放置回原位时，其原所处状态已改变，请参看规则20-3b。
二、关于“错球”的规则
在障碍区内的辨认球规则和在障碍区内的“打错球”处理是紧密相连的。04版的基本原则是在障碍区内不可辨认球，所以在障碍区内打错球不罚杆。
