WT:
Firstly, what is your opinion on the job incentives for graduates
recently proposed by the State Council ie go west and we'll repay
your tuition fees, join the army etc?
BW:
It is good to encourage college graduates to work in western China.
College graduates who have significant student loans may choose to
work in Western area and waive their loans. However, where
are these jobs coming from? Our MyCOS national survey of
college employment shows that about 1/3 of college graduates who
were educated in western China move to eastern China to work. Why?
Because there are not enough jobs in the west for college
graduates. How can we create enough jobs in western China for
college graduates? Governments now are creating village
management positions in Western area. As news report, Chongqing
city hopes to hire 10,000 college graduates as villa
ge managers, with the promise that they may later be transferred as
government employees. This promise is an incentive indeed and it
helps employment.I have a concern that Chongqing city government
can really afford such a big increase in government employees?, For
how many and how long?,
WT: Do you think these will prove effective? Are there enough jobs
in rural areas for graduates to apply to?
BW:
There are not enough jobs in Western area and that is why many
college graduates move to eastern China. The number of
government-financed jobs are not enough to cover college graduates
who cannot find jobs in the business community. CASS researcher
report projects there may be 1 million college graduates who cannot
find jobs. Working as village managers or joining the army can
increase college graduates’ employment, but it is not enough.
Government-financed jobs are limited by its tax revenue, so the
government cannot create as many jobs as necessary to cover the
employment deficit yearly. Bottom line is that college
graduates’jobs must mainly come from industry. Business employers
are the real powerhouses of job creation, particularly in eastern
China.
WT:
what recommendations would you put forward to help solve the
problem of unemployment among university graduates?
BW: After all, economy recovery is a key factor to creating jobs
for college graduates. In recent years, college graduates’
unemployment has been a hot issue. College graduates’ employment
difficulty didn’t start this year. I think there are two factors
that cause college graduates’ unemployment in recent years. The
present Chinese economy doesn't need this many college graduates.
There will be 6.1 million college graduates in 2009. The Chinese
industry is well known as an “international factory” and the
manufacturing sector needs more low-skilled labor than college
graduates. Second, business employers, particularly in the service
industry, have difficulty to fill entry level positions, at the
same time that many college graduates cannot find jobs. Why?
Because many college graduates don’t have the skills for even entry
level jobs that employers want. Colleges must make an effort to
understand industry need and improve their education curriculum to
meet business need. To deal with current hard time of
unemployment,the government and businesses can work together.
Businesses can create internships and the government can pay
college interns to cover their basic living costs. As a result,
college graduates will be able to learn much-needed skills from
their internship experiences and be ready to be hired when the
economy recovers. Also the universities can significantly
increase admissions of graduate students as training as well as a
temporal talents reserve for future time when the
economy is doing better.
