1 总则
1．0．1 为规范建设工程造价计价行为，统一建设工程计价文件的编制原则和计价方法，根据《中华人民共和国建筑法》、《中华人民共和国合同法》、《中华人民共和国招标投标法》等法律法规，制定本规范。
1.0.1 This specification is formulated in accordance with the Construction Law of the People's Republic of China, the Contract Law of the People's Republic of China, the Law of the People's Republic of China on Bidding and Tendering and other laws and regulations for the purpose of regulating the pricing behavior of construction works and unifying the principles of the preparation of the pricing documents of the construction works and the method of pricing.
1．0．2 本规范适用于建设工程发承包及实施阶段的计价活动。
1.0.2 This specification applies to the costing activities in the contract awarding / contracting and implementation stages of construction works.
1．0．3 建设工程发承包及实施阶段的工程造价应由分部分项工程费、措施项目费、其他项目费、规费和税金组成。
1.0.3 The cost of construction works at the stage of the contract awarding / contracting and implementation shall consist of the costs of component works, measures, other items, fees and taxes.
1．0．4 招标工程量清单、招标控制价、投标报价、工程计量、合同价款调整、合同价款结算与支付以及工程造价鉴定等工程造价文件的编制与核对，应由具有专业资格的工程造价人员承担。
1.0.4 The preparation and checking of project cost documents such as tender list, tender control price, tender price, project measurement, contract price adjustment, contract price settlement and payment in addition to the project cost appraisal shall be undertaken by professionally qualified project cost personnel.
1．0．5 承担工程造价文件的编制与核对的工程造价人员及其所在单位，应对工程造价文件的质量负责。
1.0.5 The engineering cost personnel who undertake the preparation and verification of the engineering cost documents and their employers shall be responsible for the quality of the engineering cost documents.
2 术语
2．0．1 工程量清单 bills of quantities（BQ）
载明建设工程分部分项工程项目、措施项目、其他项目的名称和相应数量以及规费、税金项目等内容的明细清单。
The detailed list stating the names and corresponding quantities of the construction project sub-projects, measures and other items, in addition to fees, taxes and other items.
2．0．2 招标工程量清单 BQ for tendering
招标人依据国家标准、招标文件、设计文件以及施工现场实际情况编制的，随招标文件发布供投标报价的工程量清单，包括其说明和表格。
