计量原则 Measurement Principles
计量周期 Measurement Period
工程量计量按照合同约定的工程量计算规则、图纸及变更指示等进行计量。工程量计算规则应以相关的国家标准、行业标准等为依据，由合同当事人在专用合同条款中约定。
The measurement of work quantity will be effected in
accordance with the quantity calculation rules, drawings and
variation instruction which are stipulated in contract. The
quantity calculation rules shall be based on the standards of State
and industry, and stipulated in particular condition by
parties.
除专用合同条款另有约定外，工程量的计量按月进行。
The work quantity will be measured monthly unless otherwise
stipulated in particular condition.
单价合同的计量
Measurement of Unit Price Contract
除专用合同条款另有约定外，单价合同的计量按照本项约定执行：
The measurement of the unit price contract shall be effected
pursuant to this agreement, unless otherwise stipulated in
particular condition.
（1）承包人应于每月25日向监理人报送上月20日至当月19日已完成的工程量报告，并附具进度付款申请单、已完成工程量报表和有关资料。
The contractor shall on 25th each month submit the statement
of the completed work quantity from 20th last month to 19th this
month to the supervisor and attached to the progress payment
application, forms of completed work quantity and other related
materials.
（2）监理人应在收到承包人提交的工程量报告后7天内完成对承包人提交的工程量报表的审核并报送发包人，以确定当月实际完成的工程量。监理人对工程量有异议的，有权要求承包人进行共同复核或抽样复测。
The supervisor shall, within 7 days after receipt of the
quantity statement submitted by the contractor, complete the
examination thereof and submit to the employer for confirmation of
actual completed quantity in that month. Where the supervisor has
objections to the work quantity, has right to require to make joint
review or sampling retest with the contractor.
承包人应协助监理人进行复核或抽样复测，并按监理人要求提供补充计量资料。承包人未按监理人要求参加复核或抽样复测的，监理人复核或修正的工程量视为承包人实际完成的工程量。
The contractor shall assist the supervisor in making a review
or sampling retest and providing supplementary measurement data as
required by the supervisor. Where the contractor fails to
participate in the review or sampling retest as required by the
supervisor, the work quantity which the supervisor has reviewed or
revised shall be deemed to be the actual quantity of work completed
by the contractor.
总价合同的计量
Measurement of Lump Sum Contract
除专用合同条款另有约定外，按月计量支付的总价合同，按照本项约定执行：
The lump sum contract of monthly payment will be effected
pursuant to the agreement of this article unless otherwise
stipulated in particular condition.
承包人应于每月25日向监理人报送上月20日至当月19日已完成的工程量报告，并附具进度付款申请单、已完成工程量报表和有关资料。
The contractor shall on 25th each month submit the statement
of completed work quantity from 20th last month to 19th this month
to the supervisor and attached to the progress payment application,
forms of completed work quantity and other related
materials.
监理人未在收到承包人提交的工程量报表后的7天内完成复核的，承包人提交的工程量报告中的工程量视为承包人实际完成的工程量。
If, the supervisor’s failure of completion of examining and
verifying the work quantity statement submitted by the contractor
within 7 days after receipt thereof, the work quantity in the
contractor’s statement of work quantity will deemed as the actual
completed work quantity by the contractor and as the basis of
calculation of work cost.
总价合同采用支付分解表计量支付的，可以按照第12.3.4项〔总价合同的计量〕约定进行计量，但合同价款按照支付分解表进行支付。
Where payment of lump sum contract will be effected by way of
the payment break down table, the measurement may be effected
pursuant to the agreement of article 12.3.4 [Measurement of Lump
Sum Contract], provided that the payment of contract cost will be
effected subject to the payment break down table.
合同当事人可在专用合同条款中约定其他价格形式合同的计量方式和程序。
The ways and procedures of measurement of other price forms
may be agreed by the parties hereto in particular
condition.
除专用合同条款另有约定外，付款周期应按照第12.3.2项〔计量周期〕的约定与计量周期保持一致。
Unless otherwise stipulated in particular condition, the
payment period will be consistent with the measurement period
pursuant to the agreement of article 12.3.2 [Measurement
Period].
除非合同中另有规定，在需用记录对任何永久工程进行计量时，工程师应对此做好准备。Except as
otherwise stated in the Contract, wherever any Permanent Works are
to be measured from records, these shall be prepared by the
Engineer.
乙方应按合同条款约定的时间，向甲方代表提交已完工程量的报告。
甲方代表接到报告后3天内按设计图纸核实已完工程量（以下称计量），并在计量前24小时通知乙方，乙方为计量提供便利条件并派人参加。乙方收到通知后不参加计量，计量结果有效，作为工程价款支付的依据。
Party B shall report to Party A’s representative on the bill
of quantity already completed at the time agreed in the contract,
upon the receipt of which, Party A’s representative shall verify
the actually completed quantity (hereinafter referred to as BOQ
measurement) against the design drawings within 3 days and notify
Party B 24 hours in advance, who shall facilitate the BOQ
measurement and send a person to attend the BOQ measurement. If
Party B does not attend upon the receipt, the measurement shall
take effect automatically as the basis of the payment for the
project.
甲方代表收到乙方报告后3天内未进行计量，从第4天起，乙方报告中开列的工程量即视为被确认，作为工程价款支付的依据。甲方代表不按约定时间通知乙方，致使乙方未能参加计量，计量结果无效。
On the other hand, if Party A’s representative fails to carry
out BOQ measurement within 3 days upon receiving Party B’s report,
the BOQ specified in Party B’s report shall be regarded effective
as the basis of the payment for the project. If Party A’s
representative fails to notify Party B to attend the BOQ
measurement on time as agreed, which results in Party B’s inability
to attend, the measurement shall be invalid.
对乙方超出设计图纸范围和因乙方原因造成返工的工程量，甲方代表不予计量。
For any BOQ exceeding the scope of the design drawings and
BOQ of rework due to Party B’s default, Party A’s representative
shall not consider in the measurement.
分包合同价格明细表中的数量或投标函中包含的其其分包合同价格的构成应被视为已按照分包合同细则的预备部分或各文件的序言中所规定的计量方法进行了计量，但当文件的项目说明中规定了不同的计量方法时，则以项目说明中规定的计量方法为准。竣工结算时应使用相同的计量方法。
The quantities in the Pricing Schedules or other build-up of
the Sub-Contract Price as included in the Tender Correspondence
shall be deemed to have been measured in accordance with the method
of measurement stated in the Preliminaries section of the
Sub-Contract Specification or in the Preambles to the respective
documents, except that when a different method of measurement is
described in an item description of the documents, then the method
of measurement described in the item description shall take
precedence. The same method of measurement shall be used in the
settlement of the Final Account.
如果同一工程的计量项目多于计量方法具体要求的项目，则在竣工结算时应采用与之相同的计量方法。
Where more items than those specifically required by the
method of measurement are measured for the same work, the same
method of measurement as was adopted shall be used in the
settlement of the Final Account.
如果以确定数量表示的工程的计量项目少于计量方法具体要求的项目，除非上述序言部分或前言具体说明了漏计量的情况，否则漏计量的情况应予纠正并视为变更。
Where fewer items than those specifically required by the
method of measurement are measured for the work represented by firm
quantities, unless the omission of measurement is specifically
described in the aforesaid Preliminaries section or Preambles, the
omission of measurement shall be corrected and deemed to be a
Variation.
如果参考工程量所代表的工程计量项目少于计量方法具体要求的项目，则未计量项目的费用应视为已在其其分包合同费率中预留，漏计量应视为对计量方法的修改，竣工结算时应采用修改后的计量方法。
Where fewer items than those specifically required by the
method of measurement are measured for the work represented by
reference quantities, the cost of the items not measured shall be
deemed to have been allowed for in the other Sub-Contract Rates,
the omission of measurement shall be deemed to be a modification of
the method of measurement and such modified method of measurement
shall be used in the settlement of the Final Account.
如果第 6.9.1
条提及的各种文件对所用的计量方法未作规定，则应使用从上述文件中可合理看出的计量方法，但条件是：
If the various documents referred to in Clause 6.9.1 are
silent as to the method of measurement used, the method of
measurement which is reasonably apparent from the said documents
shall be used, subject to the conditions that:
(a)
所有数量应按固定位置的净数量计量，不计损耗，对于表面计量的工程，不计搭接；及
(a) all quantities shall be measured the net quantities as
fixed in position with no allowance for wastage or, for work
measured superficially, for laps; and
(b) 分包图纸上显示或分包规范中规定
但文件中未单独计量的附属项目，在估算变更时不应单独计量，除非附属项目与主要项目的比例已通过变更进行了更改。
(b) ancillary items shown on the Sub-Contract Drawings or
described in the Sub-Contract Specification but not measured
separately in the documents shall not be measured separately when
valuing variations, unless the proportion of the ancillary items to
the principal items have been varied by Variations.
